Norway Football Federation Takes Gianni Infantino Dispute to FIFA Ethics and Governance Bodies

The Norwegian Football Federation has taken its dispute with FIFA president Gianni Infantino to a more formal level by filing complaints with two independent FIFA bodies. The submissions, made on Tuesday, October 6, represent a significant escalation in the federation's long-running concerns over transparency, accountability, and governance within world football's governing body.

One complaint has been submitted to the FIFA Ethics Committee, requesting an investigation into alleged breaches of the organization's Code of Ethics involving Infantino and other related parties. A separate filing was sent to FIFA's Governance, Audit and Compliance Committee, asking the body to examine issues surrounding financial oversight and internal decision-making processes. The NFF wants both matters to be reviewed through the appropriate institutional channels.

The federation's latest action stems from three separate controversies. They involve the presentation of the FIFA Peace Prize, the removal of a suspension imposed on United States forward Folarin Balogun during the 2026 World Cup, and the cancellation of the FIFA Forward Enterprise project. The latter proposal would have allowed private investors to acquire minority stakes connected to the management rights of FIFA tournaments.

The NFF has maintained concerns about FIFA's governance structure for several years, particularly regarding transparency and the separation of powers within the organization. By submitting formal complaints, the Norwegian federation is seeking a more comprehensive examination of the issues and wants the relevant bodies to review available evidence before reaching their conclusions. The move also places greater emphasis on institutional accountability within FIFA.

The complaint submitted to the Ethics Committee will now be assessed by its investigative chamber, while the Governance, Audit and Compliance Committee has been asked to use its supervisory powers to examine the broader institutional and governance concerns. The outcome of those reviews could determine the next stage of the dispute between the NFF and FIFA, which has increasingly centered on how decisions are made and overseen within international football's governing structure.
